CyberLock Helps Eugene Water and Electric Board Maintain Key Control


Eugene Water and Electric Board (EWEB), Oregon’s largest public owned utility, has installed CyberLock® electronic locks at their facilities. EWEB serves more than 82,000 water, electric, steam, and telecommunications customers, and employs nearly 500 people. Management was looking for a way to solve their problems with key control and employee accountability. Their solution was CyberLock, a system of electronic cores and keys that record user activity and can be programmed to limit access to specific days and times.

When EWEB used a conventional key system, it was impossible for management to know who had access to vital parts of their infrastructure. Jeff Klupenger, Database Administrator for EWEB, says, “When issuing a standard padlock key to an individual you have little or no control for how and when that individual uses that key.” CyberLock allows administrators to program keys with a date to begin operation, as well as a date when they will stop working, until they are reprogrammed. When keys are set with frequent expirations, the worry of a lost key falling into the wrong hands is eliminated.

CyberLock cylinders install without batteries and wiring, allowing EWEB to use CyberLocks in padlocks, remote facility doors, hatches, and gates throughout their buildings and substations.

Each time a CyberKey opens or attempts to open a cylinder, a record of the user ID, date, and time is stored in both the lock and key. A complete audit trail of user activity can be downloaded and reviewed by management.
